Three authorities, one street, and no league that covers it
Dibba is a single coastal town split between three jurisdictions: Dibba Al-Fujairah belongs to Fujairah, Dibba Al-Hisn to Sharjah, and Dibba Al-Baya to the Omani governorate of Musandam. The road carries on; the administration changes. With around 49,000 people, Dibba Al-Fujairah is the second largest town in its emirate after the capital.
The place is old enough to have been decisive: in 632 to 633 the plain here saw one of the largest battles of the Ridda wars, after which south-eastern Arabia became almost entirely Muslim.
A divided town makes organised sport awkward in a particular way. Leagues are run by emirate, so a competition that covers the whole town does not exist and cannot easily be invented - the fixture list would have to cross a national border halfway down a street. A chess evening sidesteps the problem entirely, because there is nothing in it to register. Eight people, a room and a start time make a tournament; the pairings, the colours and the tie-breaks come from a program, and the table at the end is final where it is produced and nowhere else.

Common enough here. The evening belongs to whoever is in the room, and the app does not ask anyone which emirate they came from.

Club chess here is a few fixtures a year, by emirate. This is the part in between, and it can run every week in the same room.

Everything that once required a rule book - colours, floats, who meets whom - is decided by the engine. What is left for the organizer is a room and a start time.

The venue matters less than the tables. Eight to forty seats and a couple of hours after work is the entire specification.

The tournament is not. Nothing in this format is filed with anybody - it exists in the app and in the room where it is played.
I have never played in a tournament
Good - a first tournament is far easier here than at a rated open. Nothing rides on the result, and half the field will be in exactly your position.
The pairing rules sound complicated
That is precisely the part that is automated. Who meets whom, who gets white and how equal scores are separated is decided before you look up.
Would people from the other Dibba come?
There is nothing stopping them. The entry list is a link, and the app has no concept of a boundary.
There are not enough players
Eight is a four-round Swiss, sixteen is five rounds. A town of forty-nine thousand is not short of eight.
It will cost money in the end
No. There is no paid level to be upgraded to and no cap to be bought out of.

Organised chess in the country runs through the UAE Chess Federation, founded in 1976, and its registered clubs. A Dibba club appears in that register; the emirate's dedicated chess club is the Fujairah Chess & Culture Club in the capital, which has hosted the national rapid championship.
